Abstract
An evaluation of Mayor John Street's initiative to revitalize Philadelphia's distressed neighborhoods. The case study reveals how the Philadelphia initiative represented a positive departure from conventional community development programs, but contends that more attention to equitable development policies and more assertive leadership from the mayor during the implementation stage would have deepened public support and enhanced overall effectiveness. --author-supplied description
